CPAC - Sign the Petition!

We the undersigned call upon the City of Chicago to enact the all-elected Civilian Police Accountability Council (CPAC). The Chicago Police Department (CPD) has a history of battery, unlawful arrest, racial profiling, torture, murder, and the use of force to suppress the democratic rights of the people to organize and protest. In order to end these racist practices, we must give the community control of the CPD through CPAC.

The CPAC will

  • Be democratically elected by the residents of Chicago;
  • Be made up only of members with at least 2 years of experience organizing to protect the rights of oppressed people and victims of police brutality;
  • Appoint the superintendent of police, as well as members to the Police Board and the Chief Administrator for the Civilian Office of Police Accountability (COPA);
  • Determine CPD’s annual budget;
  • Review and sign off on all new and existing CPD policies;
  • Investigate all police shootings and allegations of police torture;
  • Negotiate and approve contracts with the police unions,
  • Have the power to issue subpoenas to witnesses for CPAC hearings

We, the community, will have the final say in who polices us and how we’re policed.

    Literally the only answer I hear from Mayor Lightfoot, from Michele Smith, and from a majority of aldermen, is to increase the amount of police, without regard for the citizens of our city who have expressed and are expressing their concern with the way they are systemically treated by CPD. As if continually increasing the police budget will somehow bully citizens into submission by giving them even more of what they are voicing their frustration with. At some point, there has to be another way.


    Having reviewed the list of aldermen that support CPAC, the racial dynamics are troubling. Predominantly Black and Latinx neighborhoods are expressing that they would like a voice at the table regarding their neighborhoods’ relationships with CPD, while predominantly white neighborhoods’ aldermen are expressing an interest in the status quo. It is our duty as citizens and leaders to care about our entire city. In a way, this is not so different from wearing a mask to protect our fellow citizens. We owe underserved communities the right to feel safe and supported, and if that means significant change in policing, it is a moral imperative that it be done. Between the lack of an elected school board and a lack of community oversight regarding public safety, Chicago is not a city that appears to believe in its citizens’ voice. If you believe in your city, it’s time to make changes. Please invest in your citizens.
